    Licensing Capacity Crookston -- 60 East Grand Forks -- 40 We are surveyed by the Department of Human Services every two years.  They monitor our paper work and visit with the clients.  They generally observe about 10% of our population. For those individuals who are non-verbal, they will ask a staff person to assist the surveyor in answering questions. As of January 2014, we have shifted our licensure from Rule 245B to Rule 245D. With this come many changes to policies, how we bill and how much we are reimbursed. We are collecting less today than we did in 2008. It makes it extremely challenging to maintain quality staff and programming, but we are committed to putting clients first so we will prevail!
